ONGC Extends Landmark Geothermal Project Ladakh

Ladakh, a region known for its challenging terrain and strategic importance, is poised for a significant energy transformation. The Union Territory is embarking on its inaugural commercial exploration of geothermal energy, marking a pivotal shift towards sustainable power generation. This groundbreaking initiative, spearheaded by the state-owned Oil and Natural Gas Corporation (ONGC), represents India’s first large-scale foray into harnessing the Earth’s natural heat for electricity, offering compelling prospects for investors tracking the nation’s energy transition.

Strategic MoU Extension Paves Way for Geothermal Pioneer Project

Lieutenant Governor Vinai Kumar Saxena has officially granted a crucial five-year extension to the Memorandum of Understanding (MoU) with ONGC, a prominent Government of India Public Sector Undertaking. This renewed agreement is set to facilitate the establishment of India’s pioneering commercial geothermal power project, strategically located in Ladakh’s Puga Valley at an impressive altitude exceeding 14,000 feet. For investors, this extension signals a firm governmental commitment and de-risks the long-term development of this innovative clean energy venture.

The original tripartite MoU, initially formalized with ONGC on February 6, 2021, had concluded on February 5, 2026. The demanding climatic conditions and complex logistics inherent to the high-altitude environment had impeded the project’s progress, necessitating ONGC’s request for additional time. Recognizing the profound national significance of this endeavor, Lieutenant Governor Saxena’s approval ensures that the critical groundwork can now proceed without interruption. The revised MoU between the Ladakh Administration, the Ladakh Autonomous Hill Development Council (LAHDC) Leh, and the ONGC Energy Centre outlines the development of a 1 MWe pilot geothermal power plant in Puga Valley. Simultaneously, ONGC will prepare a comprehensive Detailed Project Report (DPR) to guide future large-scale commercial exploitation across the region.

Unlocking Subsurface Riches: India’s Geothermal Potential

Geothermal energy leverages heat extracted from beneath the Earth’s surface, a naturally renewable resource stemming from the planet’s core that warms subterranean rock formations and water reservoirs. Despite India’s considerable geothermal potential, the nation has yet to commission a large-scale commercial geothermal power facility. The Puga Valley project, therefore, stands as a critical precedent, positioning India to join the ranks of countries utilizing this stable, baseload renewable energy source.

The operational roadmap under the extended MoU details aggressive development targets. During the 2026 working season, the ONGC Energy Centre commits to deepening an existing geothermal well to a depth of 1000 meters. This will be followed by the drilling of a second geothermal well, also to a depth of 1000 meters, in the subsequent project phase. Crucially for investors, the testing, evaluation, and commissioning of the 1 MWe pilot geothermal power plant are projected for completion within Fiscal Year 2026-27. Beyond this initial phase, Phase-II will encompass extensive surveys and geothermal investigations in the neighboring Chumathang area. These studies will precede further drilling activities and the preparation of a DPR tailored for commercial-scale geothermal development across Ladakh.

Geological Advantage and Proven Performance

Both Puga Valley and Chumathang are strategically situated within the Himalayan geothermal belt, an area characterized by the collision of tectonic plates which generates intense subterranean heat. Initial findings are highly encouraging for prospective investors. A test well previously drilled in Puga Valley successfully tapped into high-pressure steam and hot fluids, demonstrating temperatures exceeding 200°C at a mere depth of 400 meters. This robust performance validates the region’s immense potential for sustained geothermal power generation.

Despite formidable logistical challenges, including an extremely rugged landscape, severe weather conditions, and inherent technical complexities, ONGC achieved a significant milestone in 2025. The company successfully drilled the first geothermal well to a depth of 405 meters, marking it as the deepest geothermal well ever sunk in Ladakh. Subsequent geothermometric analyses of samples revealed subsurface temperatures surpassing 240°C, a threshold considered highly suitable for efficient geothermal power generation. The proposed pilot power plant is designed to operate with a turbine inlet temperature of approximately 200°C, aiming for a consistent generation capacity of 1 MW.

Ladakh’s Vision: A Carbon-Neutral Energy Hub

This geothermal initiative, coupled with existing solar energy projects, is integral to Ladakh’s broader strategy to reduce its reliance on conventional fossil fuels and significantly lower carbon emissions. The vision, championed by Prime Minister Narendra Modi, aims to transform Ladakh into a leading renewable energy hub within India. Lieutenant Governor Saxena emphasized the transformative potential, stating, “The geothermal energy project in Puga Valley has the potential to become a game changer for Ladakh and a landmark initiative in India’s clean energy journey. Harnessing geothermal energy in a sustainable manner will not only strengthen Ladakh’s energy security but also significantly contribute towards the vision of making Ladakh a carbon-neutral and environmentally sustainable region. This MoU extension is crucial for completing scientific exploration and laying the foundation for large-scale geothermal power generation in Ladakh.”
