Shannon Slocum, EVP and COO at Halliburton
Halliburton has promoted Shannon Slocum to executive vice president and chief operating officer, effective Jan. 1, 2026, marking a significant leadership shift as the company sharpens its focus on operational execution and long-term strategy.
Slocum, who will also join Halliburton’s board of directors, will assume responsibility for global operations, business development, health, safety and environment (HSE), and worldwide technology. He will report directly to Jeff Miller, Halliburton chairman, president and CEO.
“Our business strategy demands execution, and now is the right time to transfer operations to Shannon while I focus on the Company’s long-term strategic advancement,” Miller said. “Shannon brings global operations experience and proven leadership that strengthen our ability to maximize asset value for our customers.”
Since joining Halliburton in 2005, Slocum has held leadership roles across technology, operations, product service lines and business development, most recently serving as president of the Eastern Hemisphere. His earlier roles include senior vice president of global business development and marketing, senior vice president for the Eurasia, Europe and Sub-Saharan Africa region, and vice president of cementing.
To support the transition, Halliburton named Rami Yassine as Slocum’s successor in the Eastern Hemisphere. Yassine currently serves as senior vice president for the Middle East and North Africa region and has held senior leadership positions in drilling, evaluation, production solutions and operations across multiple geographies.
Both leaders bring extensive global experience to their new roles as Halliburton continues to navigate growing international activity, digitalization of oilfield operations, and expanding service demand across key markets.
