Kazakhstan and Exxon Eye Next Phase of Kashagan—Despite Legal Crossfire

Kazakhstan’s government has reopened talks with ExxonMobil about expanding the Kashagan oil field—the massive Caspian Sea development once hailed as the world’s biggest oil discovery in 30 years. The discussions reportedly include tapping undeveloped western sections of the reservoir and could be linked to Exxon’s Tengiz license, which expires in 2033.

The timing is interesting. Kazakhstan just spent the better part of this year in court with the same group of Western oil majors that operate Kashagan—Eni, Shell, Exxon, and TotalEnergies—first over a $4.2 billion sulfur storage fine, which the consortium successfully overturned in August, and then over a staggering $160 billion arbitration claim brought by Astana. It’s an uneasy relationship: the state wants more control and more revenue, while the companies want clarity and stability in what remains one of the toughest oilfields on the planet.

Kashagan’s geology is brutal. High reservoir pressure, toxic hydrogen sulfide, and frozen shallow waters make expansion slow and costly. Yet the prize is enormous—total reserves of 4.5 billion tons of oil, with less than half expected to be recovered under current facilities. Output hovers near 450,000 barrels per day but could reach 700,000 by 2031 as new gas-processing plants come online.

Kazakhstan’s state oil company, KazMunayGas, is pushing hard for further development, partly to meet production goals and partly to reinforce leverage inside OPEC+, where it’s already pumping above its quota. The country is expected to hit nearly a billion barrels of cumulative production this year at Kashagan but remains frustrated that most of its fields are governed by foreign consortia it can’t legally compel to cut output.

If Exxon and its partners balk at reinvestment, Astana has hinted it might bring in new players. That’s a bold threat—but one that shows Kazakhstan’s balancing act between foreign capital and resource nationalism is entering a new and very expensive phase.
