Santos Inks Narrabri Gas Supply with ENGIE

Santos Secures Landmark Gas Supply Agreement with ENGIE, Bolstering Australian Domestic Market

Santos Ltd., a leading force in Australia’s energy sector, has announced a significant non-binding memorandum of understanding (MOU) with French utility giant ENGIE SA. This strategic partnership outlines the supply of up to 20 petajoules of natural gas annually for a decade, sourced directly from Santos’ proposed Narrabri Gas Project in New South Wales. This pivotal agreement underscores Santos’ unwavering commitment to dedicate the entire output of the Narrabri project to Australia’s domestic market, addressing critical energy needs on the east coast.

The Narrabri Gas Project stands poised to become a cornerstone of New South Wales’ energy independence, with Santos projecting it could fulfill up to half of the state’s gas requirements. The proposed development plan involves a phased approach, ultimately encompassing the establishment of 850 wells. While a final investment decision (FID) for the project is still pending, this substantial MOU with ENGIE provides strong commercial validation and a clear path forward for the multi-billion-dollar initiative.

Narrabri Gas Project: A Strategic Asset for East Coast Energy Security

Santos’ managing director and chief executive, Kevin Gallagher, emphasized the company’s robust confidence in the Narrabri project’s ability to deliver competitively priced domestic gas. This conviction is rooted in Santos’ extensive operational track record, including current gas production from Narrabri appraisal wells for the Wilga Park power station, which already feeds electricity into the northwest NSW grid. Furthermore, the company leverages its substantial development and production expertise gained from the Surat Basin in Queensland, ensuring a proven model for efficient project execution. The geographical proximity of Narrabri to key customer bases within New South Wales offers an inherent logistical advantage, promising lower delivery costs and enhanced reliability for consumers.

Over the past decade, Santos has demonstrated its long-term commitment to the Narrabri asset, investing more than AUD 1.5 billion since 2011. This substantial capital outlay highlights the project’s strategic importance to the company’s portfolio and its vision for Australia’s energy future. The pathway to market for Narrabri gas has not been without its challenges, however. The project has navigated various hurdles, including government moratoriums, stringent independent scientific reviews, prolonged approval processes, legal appeals, and complex native title negotiations. These delays have contributed to tighter domestic gas supply conditions and elevated gas prices on the east coast, underscoring the urgency and value of bringing Narrabri gas to full production.

Commitment to Environmental Stewardship and Decarbonization

Santos has consistently affirmed its dedication to upholding the highest environmental standards at the Narrabri project. The company has pledged to implement some of the world’s most rigorous environmental and groundwater protections, ensuring responsible resource development. This commitment extends beyond project-specific safeguards, as the MOU with ENGIE also includes a collaborative exploration of decarbonization activities.

A key focus for this decarbonization effort is leveraging Santos’ third-party carbon management business, particularly through the proposed Moomba Phase II Carbon Capture and Storage (CCS) project. This integration signifies a proactive approach to mitigating emissions and positions Narrabri within a broader strategy for sustainable energy production.

Moomba CCS: Pioneering a Lower-Carbon Future

The Moomba CCS project, which commenced Phase I operations in October 2024, represents a significant step forward in industrial-scale carbon sequestration. Phase I boasts a declared capacity to capture and permanently store up to 1.7 million metric tons of carbon dioxide equivalent annually. This innovative facility injects CO2 into depleted reservoirs located near the Moomba oil and gas gathering and processing complex, which serves the vast onshore Cooper and Eromanga basins.

Santos is actively expanding the Moomba CCS initiative, with plans for a Phase II expansion aimed at further utilizing these depleted reservoirs for increased sequestration capacity. The project has also garnered international interest, attracting strategic partnerships that underscore its global significance. In December 2023, two prominent Japanese corporations, JX Nippon Oil & Gas Exploration Corp. and ENEOS Corp., joined forces with Santos. This collaboration, facilitated by recent Australian legislation permitting the maritime transport of CO2 by foreign entities, involves a joint feasibility study. This study aims to evaluate the potential for capturing, transporting, and sequestering emissions from Japan within the expanded Moomba CCS project, positioning Australia as a regional hub for carbon management.

Investor Outlook: Strategic Growth and Sustainable Energy Transition

For investors, the latest agreement between Santos and ENGIE for the Narrabri Gas Project represents a powerful signal of commercial progress and de-risking for a crucial domestic energy asset. It solidifies Santos’ role in ensuring Australia’s energy security while simultaneously advancing its decarbonization agenda through the world-class Moomba CCS project. This dual focus on delivering essential natural gas supply and pioneering carbon management solutions positions Santos strongly within the evolving global energy landscape, offering compelling prospects for long-term value creation.
