North Dakota Petroleum Council – The North Dakota Oil & Gas Research Council met on Friday, October 17, 2025, and has recommended approving $45 million for North Dakota Enhanced Oil Recovery (EOR) pilot projects that could unlock billions of barrels in untapped reserves throughout the Williston Basin.
The meeting began with opening remarks by Kyle Haustveit, Assistant Secretary of Fossil Energy, U.S. Department of Energy. Before joining the Department of Energy, Mr. Haustveit served as a professional petroleum engineer in various technical and leadership roles at Devon Energy. A native of North Dakota, Mr. Haustveit represents a third generation of energy workers, maintaining strong connections to both the energy and agriculture sectors.
The council’s endorsement this week clears the way for the applications from Chord Energy, Energy & Environmental Research Center (EERC), Devon Energy, Cobra Oil and Gas Corporation, and Continental Resources to advance to the North Dakota Industrial Commission for final approval at its October 27 meeting. If approved, the funding would support enhanced oil recovery techniques in horizontal wells in North Dakota.
