Governor Kathy Hochul has unveiled a historic $1 billion Sustainable Future Program as part of New York’s FY 2026 Enacted Budget, advancing the state’s most ambitious environmental and agricultural agenda to date.
“We have secured a record $1 billion to build a greener, more sustainable New York,” said Governor Hochul. “We’re doing all of this while maintaining our longstanding commitment to New York farmers.”

Climate Investments at Scale
The Sustainable Future Program will inject over $1 billion into decarbonizing New York’s economy. Key investments include:
$450+ million for building emissions reduction through clean heating and energy retrofits.
$250+ million toward electric school buses, EV charging stations, and NYSERDA’s Charge Ready NY.
$200 million for expanding renewable energy projects and thermal energy networks at public institutions.
These initiatives aim to reduce household energy costs, modernize energy infrastructure, and create green jobs across all regions.
Outdoor Access Through “Unplug & Play”
The FY26 budget also commits $200 million+ toward NYSWIMS, NYBRICKS, and NYPLAYS—programs that encourage outdoor activity and build recreational infrastructure:
New pools and renovations under NYSWIMS.
Community center investments via NYBRICKS.
New and improved playgrounds through NYPLAYS.

Boosting Agricultural Resilience
New York’s $425 million Environmental Protection Fund earmarks $90 million for sustainable farming practices and farmland protection.
“Ensuring [farmers] remain the backbone of our economic sector,” Hochul emphasized, “means investing in dairy producers, affordable farmworker housing, and local food supply chains.”
Additional agricultural measures include:
$10 million for Dairy Modernization Grants.
$20 million for improved farmworker housing, with increased loan flexibility.
$5 million to expand statewide meat processing capacity.
Support for school meal kitchens using local farm produce and small-scale processors.
Environmental Restoration & Clean Water
A reauthorized $1.25 billion Superfund will drive hazardous waste clean-ups over the next decade, with a focus on disadvantaged communities.
Meanwhile, $500 million is designated for clean water infrastructure, covering upgrades to aging systems, lead line replacements, and water quality restoration.
Supporting Public Venues & Parks
$200 million+ to enhance state parks and flagship destinations.
$35 million for upgrades to the State Fairgrounds and Expo Center, supporting festivals, ag shows, and concerts.
