Measurabl Partners with USGBC California to Power Statewide Building Performance Hub

Partnership offers free access to Measurabl’s platform for California’s real estate owners and investors to benchmark energy and carbon performance.

Initiative supports compliance with the state’s Building Performance Standards (BPS) and aims to cut building-related emissions 40% below 1990 levels by 2030.

Program integrates Measurabl’s AI-driven data tools with USGBC-CA’s new Building Performance Hub to expand access, training, and data quality for decarbonization efforts.

California Accelerates Building Decarbonization

California’s building sector—responsible for roughly 37% of the state’s greenhouse gas emissions—is under intensifying scrutiny as regulators push toward net-zero goals. In response, the U.S. Green Building Council California (USGBC-CA) has selected sustainability data firm Measurabl as its preferred technology partner to power the new California Building Performance Hub, a centralized resource to help real estate stakeholders meet Building Performance Standards (BPS) and comply with evolving state regulations.

The collaboration offers free access to Measurabl’s platform for building owners, operators, and investors across California. The system enables users to benchmark environmental performance, track compliance deadlines, and identify opportunities to reduce energy and carbon intensity—critical tools as cities including Los Angeles and San Francisco mandate annual emissions reporting and efficiency improvements.

“By combining USGBC California’s local leadership with Measurabl’s global data infrastructure, we’re helping owners and operators access the data and insights they need to perform better, comply confidently, and contribute to California’s climate goals,” said Maureen Waters, President of Measurabl.

A Statewide Platform for Data-Driven Compliance

The California Building Performance Hub consolidates local ordinances and state-wide building performance requirements into a single interface. With the free Measurabl account, users can visualize their entire property portfolio, assess exposure to regulations, and receive automated alerts for compliance risks. The system also enables seamless submission of benchmarking reports to state and municipal agencies.

Measurabl’s AI-driven platform addresses one of the real estate sector’s most persistent challenges: inconsistent or incomplete utility data. Its automated data validation tools detect anomalies and fill gaps to ensure submissions meet regulatory accuracy standards. The company has more than a decade of experience delivering over 800 compliance reports annually across six California benchmarking programs, positioning it as a key technical partner for BPS implementation.

The collaboration builds on Measurabl’s newly launched free benchmarking solution, which has already attracted 13,500 buildings across 43 countries, representing 2.2 billion square feet of space. The tool complements ENERGY STAR Portfolio Manager (ESPM) with bidirectional syncing, global benchmarking coverage in over 90 countries, and monthly data refreshes across 100 building types.

Expanding Access, Training, and Equity

Beyond compliance, the initiative also targets workforce development and equitable access to sustainability tools. USGBC-CA will train its Green Building Corps members—young professionals entering the sustainability field—to assist building owners with hands-on data collection, benchmarking, and reporting.

The platform’s perpetual data storage extends beyond energy and water use to include certifications, audits, asset valuations, and ownership records. By linking this data to local and national BPS frameworks, Measurabl and USGBC-CA aim to provide a consistent digital foundation for tracking decarbonization progress statewide.

Global Data Ecosystem and Policy Implications

The partnership aligns with a broader industry trend toward standardized, interoperable sustainability data. Led by Mike Zatz, Measurabl’s Senior Vice President of Global Data Ecosystem and Partnerships and former head of ENERGY STAR Portfolio Manager, the initiative supports the creation of a global benchmarking infrastructure to harmonize building data across jurisdictions.

For investors and policymakers, the California program offers a blueprint for integrating data transparency into climate policy. Reliable benchmarking data not only enables compliance but also informs capital allocation, risk assessment, and asset valuation in an increasingly carbon-constrained market.

With the Building Performance Hub now live, California positions itself at the forefront of data-driven climate governance—connecting state regulation, private sector accountability, and global sustainability standards in one unified framework.

Stakeholders can sign up, upload data, and access insights directly through the California Building Performance Hub, supported by Measurabl’s Help Center and step-by-step guidance.

At its core, the partnership represents a convergence of policy ambition and digital capability—offering a practical model for other regions seeking to operationalize building decarbonization at scale.
