Lightsource BP Secures $185 million for Taiwan’s First Fishery Solar Project

TWD 6 billion financing secured for Lightsource bp’s inaugural solar project in Taiwan and first global fishery solar venture.

Project Budai to generate 180,000MWh annually, powering 41,000 homes and cutting 115,000 tonnes of CO₂.

Strategic move into aquavoltaics, reinforcing Taiwan’s net-zero goals and Lightsource bp’s APAC leadership.

Lightsource bp has secured approximately TWD 6 billion (USD 185 million) to fund its first fishery solar project in Taiwan — and its first globally — positioning the company as a key player in the growing aquavoltaics sector.

The 115MWp Project Budai, located in Budai and Yizhu Townships in Chiayi County, merges aquaculture with solar energy production. Known as aquavoltaics, the model places solar panels over active fishponds, enabling both fish farming and clean energy generation on the same site.

“This project is not merely our market entry into Taiwan — it’s a blueprint for sustainable dual-use infrastructure,” said Adam Pegg, COO for Asia-Pacific at Lightsource bp. “Project Budai showcases Lightsource bp’s ability to adapt and evolve, positioning our business to capitalise on new opportunities and drive long-term success in APAC.”

The financing consortium includes Bank SinoPac, Crédit Agricole CIB (Taipei Branch), CTBC Bank, DBS Bank (Taiwan), KGI Bank, and MUFG Bank (Taipei Branch).

GreenRock Energy will handle development, partial sub-contracting, and fishery management, while Shihlin Electric & Engineering Corporation (SEEC) has received full EPC notice to proceed. Construction is set to begin in June 2025, with completion projected in 2026.

Upon completion, Project Budai will be among Taiwan’s largest fishery solar farms, expected to generate 180,000MWh annually — equivalent to powering approximately 41,000 homes — and offsetting 115,000 tonnes of CO₂ per year.

Bin Fu, Head of Taiwan at Lightsource bp, emphasized the project’s alignment with national goals: “Taiwan is at a crucial stage in its energy transition. Our team is honoured to bring world-class solar expertise to Taiwan and support it in achieving its 2050 Net-Zero Emissions goal.”

Lightsource bp’s track record in the APAC region includes entry into six markets and development of over 1.8GWp in assets. The company continues to build a multi-gigawatt pipeline, focusing on regional leadership.

A recent groundbreaking ceremony for the Budai site welcomed stakeholders from government, finance, construction, and the local community. “This is more than a project — it’s a partnership with Taiwan’s people and future,” Pegg said at the event.

Beyond clean energy, the project includes local hiring initiatives with up to 750 direct construction jobs, and community investment programs tailored to regional needs.

This strategic investment signals Lightsource bp’s deeper commitment to integrated renewable models, and its intent to play a transformative role in Asia’s energy evolution.
