ACCIONA to Build Madrid’s Largest Renewable EV Charging Hub

Madrid awards ACCIONA a 30 year concession to build and operate a 4 MW renewable powered EV hub in the capital’s core business district.

Facility combines ultra fast charging, battery swapping and on site solar generation with a projected annual surplus of more than 35,000 kWh.

Project supports Madrid’s decarbonization strategy and urban air quality goals while expanding Iberia’s fast charging network.

Spain’s regional government has awarded ACCIONA the contract to develop and operate what will become the largest public EV charging hub within Madrid’s M-30 ring road, placing high capacity electric mobility infrastructure at the center of one of Europe’s busiest business districts.

The facility, located at 276 Paseo de la Castellana opposite the Four Towers business district and within the future Madrid Nuevo Norte development area, is expected to be operational by 2027. Built on a 1,281 square meter site that formerly housed a petrol station, the project converts legacy fossil fuel infrastructure into a next generation electric mobility platform.

The hub will deliver 4,000 kilowatts of installed capacity powered entirely by certified renewable electricity. It will include 20 ultra fast charging points of up to 400 kW, with 19 designated for passenger vehicles and one for heavy duty transport. A battery swapping station for Silence electric vehicles will add flexibility for urban delivery fleets and shared mobility services.

Renewable Energy Integration and Air Quality Benefits

Beyond charging capacity, the facility is designed as a self sufficient clean energy node. Solar panels will supply on site generation for self consumption, enabling energy independence while producing a net annual surplus exceeding 35,000 kWh. A real time renewable energy traceability system will verify the origin and usage of clean power, supporting transparency and corporate reporting needs.

Environmental performance extends to air quality improvements. The structure will feature a photocatalytic façade designed to remove pollutants and purify surrounding air, aligning with Madrid’s broader public health and emissions reduction objectives.

Mobility Hub With Public and Social Function

The project has been conceived as a “mobility hub” rather than a standalone charging station. Charging infrastructure and user services will sit beneath a unified canopy, with amenities including a vending area and accessible restrooms at ground level.

A multipurpose space on the first floor will host outreach initiatives and events related to electric mobility, reinforcing the hub’s public education role and supporting behavioral shifts toward low emission transport.

Architecturally, the design prioritizes low impact and locally sourced materials, including wood, photocatalytic ceramic and natural stone. The approach reflects a growing emphasis among European cities on infrastructure that contributes to both environmental performance and urban design quality.

Policy Alignment and Urban Development Context

The charging hub sits within a key redevelopment corridor tied to Madrid Nuevo Norte, one of Europe’s largest urban regeneration projects. Its placement signals a policy shift toward embedding electrified transport infrastructure within dense commercial zones rather than relegating charging networks to peripheral locations.

For policymakers, the project supports Madrid’s decarbonization roadmap and air quality mandates while addressing range anxiety and charging accessibility barriers that continue to slow EV adoption in dense cities.

ACCIONA’s Expanding Charging Network

ACCIONA will operate the hub for 30 years, reinforcing its strategic role in Iberia’s transport electrification. The company already provides access to more than 5,000 charging points across Spain and Portugal, spanning urban networks and major intercity corridors.

For corporate fleet operators and logistics providers, the addition of ultra fast charging capacity within Madrid’s urban core offers operational efficiencies and supports compliance with tightening emissions regulations.

Implications for European Urban Mobility

Madrid’s investment illustrates how cities are integrating clean mobility infrastructure into prime urban locations while layering energy innovation, air quality improvements and public services into a single asset.

As European regulators tighten emissions standards and cities expand low emission zones, high capacity charging hubs embedded within dense commercial districts are likely to become a defining feature of urban transport systems.

By replacing a dormant petrol station with a renewable powered mobility hub, Madrid is testing a replicable model for urban electrification that merges infrastructure, climate policy and civic space.
