Rotterdam, 22 May 2025
To foster a stronger commitment to international collaboration, Hydrogen Europe and LAC Clean Hydrogen Action signed a Memorandum of Understanding (MoU) to promote the deployment, uptake and trade of clean hydrogen and its derivatives across both regions.
The agreement was formalised during the World Hydrogen Summit in Rotterdam, where leaders from both organisations emphasised the urgency of building global partnerships to accelerate hydrogen deployment. With more than 600 members across the entire hydrogen value chain, including national associations and regions, Hydrogen Europe represents the voice of the European hydrogen industry. LAC Clean Hydrogen Action, on the other hand, brings together industry associations of key countries in Latin America and the Caribbean under a common regional vision for the development of a low-emission hydrogen industry.
“This agreement reflects our shared belief that hydrogen is a global opportunity. By connecting Europe and Latin America business communities, we can tackle regulatory challenges, foster innovation, and unlock new markets,” said Daniel Fraile, Chief Policy and Market Officer at Hydrogen Europe.
Mónica Gasca, General Secretary of LAC Clean Hydrogen Action, added: “Latin America and the Caribbean have vast renewable energy resources and a strong commitment to sustainable development. This alliance opens new doors for knowledge exchange, green hydrogen trade, and long-term cooperation between our regions.”
The MoU outlines joint efforts in areas such as regulation, certification, skills development, infrastructure, innovation, and green corridors. It also includes coordinated participation in the global arena like climate negotiations and other international initiatives instrumental to the deployment of clean hydrogen.
The partnership marks a key milestone in strengthening the EU-LAC hydrogen agenda, promoting inter-regional industry cooperation and a common pathway toward a decarbonised global economy.

The LAC Clean Hydrogen Action Alliance is an initative born in the framework of the COP26 that seeks to commit and articulate all the actors involved in low-emission hydrogen in the Latin America and Caribbean region, through concrete goals and actions to position the region globally as a leader in the production and export of clean energy and inputs. Our mission is to promote the development of the hydrogen industry and encourage collaboration to consolidate the energy transition and decarbonisation at a global level.
