This internal appeal to CEO Sundar Pichai, urging him to safeguard the company’s artificial intelligence products from classified Pentagon operations, underscores a profound shift within the tech giant, one with significant implications for investors.

For years, Google cultivated an image distinct from traditional defense contractors, often championed by its “Don’t Be Evil” mantra. This ethos faced its first major test in 2018 during Project Maven, a contract utilizing Google’s AI for drone footage analysis. Over 4,000 employees then implored Pichai to cancel the initiative. The company ultimately chose not to renew the contract and subsequently codified a set of principles that explicitly prohibited the use of its AI for military or surveillance applications.

The echoes of that past dissent are unmistakable in the latest employee correspondence. Both letters, separated by eight years, articulated grave concerns about “irreparable damage” to Google’s reputation and questioned the company’s ability to control the ultimate application of its technology by the Pentagon. “We believe that Google should not be in the business of war,” the 2018 letter asserted. The recent communication similarly stated, “We want to see AI benefit humanity; not to see it being used in inhumane or extremely harmful ways.”

However, the corporate response this time around paints a starkly different picture. Google has moved forward, signing the contested deal. This pivot signals a broader recalibration across Silicon Valley, where defense contracts are shedding their past stigma. As the current administration drives increased defense spending to modernize warfare, tech innovators are aggressively pursuing lucrative government deals, recognizing these could prove pivotal in the race for AI dominance. Last year, Google quietly removed its internal pledge against using AI for weaponry, accelerating its engagement with the Defense and Homeland Security departments, alongside allied governments.

“This is an area we’re going to be leaning more into. We’re talking with governments about their national security concerns,” confirmed Tom Lue, Google DeepMind’s VP of global affairs, at a January town hall. The U.S. Defense Department recently announced agreements with a consortium of leading tech firms, including Amazon, Microsoft, Nvidia, OpenAI, SpaceX, and startup Reflection AI, alongside Google, for classified AI projects. A Google spokesperson affirmed their pride in joining this group, emphasizing a commitment to preventing AI use for “domestic mass surveillance or autonomous weaponry without appropriate human oversight.”

Internal Friction and Eroding Transparency

This strategic embrace of national security initiatives has not come without internal costs. Employees report a notable change in Google’s corporate culture, describing it as increasingly stringent towards internal dissent. The company has restricted political discussions on internal message boards, reportedly banning terms like “ICE” and “genocide.” Many long-serving staff lament the loss of the freewheeling, open culture once synonymous with “Googliness,” perceiving leadership’s efforts to quell employee activism.

While only a fraction of Google’s nearly 195,000 employees signed the latest letter, the sentiment among some is clear. Andreas Kirsch, a senior researcher at Google DeepMind, expressed profound shame over the Pentagon contract, echoing a sense of diminished influence. “If we want to be an ethical company, transparency is a huge part of that,” stated AI engineer Varden Wang, advocating for clearer guiding principles from leadership.

The turning point, many insiders suggest, occurred around 2018. This period saw widespread internal disputes, from Project Maven and a secretly developed search engine for China to allegations of sexual misconduct by a senior executive. Notably, some 20,000 employees staged walkouts in 2018 following reports of a substantial exit package for Android leader Andy Rubin despite credible sexual misconduct claims. At that time, leadership, including Sundar Pichai, reportedly encouraged the protest.

However, the open dialogue began to recede shortly thereafter. In 2019, the year co-founders Sergey Brin and Larry Page stepped back, Google implemented bans on political discussions in internal forums and mailing lists, now monitored by the Internal Community Management Team (ICMT). The restriction on terms like “genocide,” deemed “distressing and political,” particularly vexes employees working on AI’s societal implications, as Matthew Tschiegg, a software engineer since 2014, noted. An internal email circulated in January highlighted how these moderation policies are “increasingly undermining” open discourse.

Company-wide gatherings, once vibrant forums for unfiltered exchange, now reportedly feature sanitized, corporate-speak presentations. Questions submitted by staff for town halls are frequently summarized by an AI tool, which employees claim often blunts the edge of more confrontational inquiries. One incident saw a question about Google’s work with ICE, Customs and Border Protection, and a “Department of War” reframed merely as “work with government agencies.” While Google states the AI tool helps address more topics, an internal document confirms moderators can reword questions, further eroding internal transparency.

Many employees increasingly rely on external news reports to understand their company’s internal projects. Project Nimbus, a $1.2 billion cloud services deal with the Israeli government signed in 2021, became a significant flashpoint. Post-Gaza conflict in 2023, employee concerns over potential military aid intensified, culminating in the termination of 50 employees following a sit-in protest in 2024. Tschiegg observed that Nimbus reignited employee activism among those who believed in the original “don’t be evil” tenet, perceiving “potential for violence and misery.”

Despite Google’s assurances that these contracts involve administrative workloads, not military or surveillance applications of its AI, internal documents reported by The Intercept indicate executives acknowledged an inability to fully monitor or control the Israeli government’s use of its technology. A Washington Post report earlier this year further detailed whistleblower claims of Google assisting the Israel Defense Forces in enhancing AI reliability for identifying objects like drones and soldiers. Software engineer Alex, preferring to use only his first name, expressed frustration over the persistent lack of transparency regarding Google’s work with the Israeli government.

The DeepMind AI lab, acquired by Google in 2014, had once attempted to establish firewalls against Google using its technology for surveillance or autonomous weapons, reflecting early concerns about such scenarios. In February, over 100 Google AI employees, including some from DeepMind, penned a letter to chief scientist Jeff Dean, opposing the use of Google’s Gemini AI for precisely the military applications DeepMind had once feared. Following the recent Pentagon contract announcement, discussions of strike action emerged among employees, but were reportedly paused due to fears of retaliation.

Investor Outlook: Navigating Growth, Ethics, and Risk

These internal dynamics coincide with a period of heightened economic uncertainty in the tech sector, marked by widespread layoffs. Google itself cut 12,000 employees in 2023, followed by numerous additional reductions. This has diminished worker security and leverage, contributing to a sense of unease. Tschiegg highlights ongoing efforts among employees to coordinate with peers at Amazon, Microsoft, and other tech companies, driven by “a real and impending sense of doom for folks working on these AI tools.”

However, some industry veterans hold a more pragmatic view. Caesar Sengupta, a Google VP from 2009 to 2021, argues, “In today’s world I don’t see how an American company can avoid working with the US DOD, independent of what some of its employees feel.” He suggests that companies are ultimately subject to the pressures of their domiciled country, framing the ethical debate as a “second order point” to the strategic imperative.

Amidst these ethical and cultural shifts, Google’s financial performance continues its robust trajectory. Just two days after employees submitted their unsuccessful plea, Google reported impressive first-quarter financials. CEO Sundar Pichai proudly declared that AI was “lighting up every part of the business,” while CFO Anat Ashkenazi announced an 81% surge in profit for another blockbuster quarter. Notably, the Pentagon contract received no mention during the earnings call, despite its significance to the AI strategy. Ashkenazi concluded her prepared remarks by thanking employees for their contributions to performance.

For investors, Google’s aggressive pivot into defense AI presents a complex risk-reward profile. While these lucrative government contracts promise substantial revenue diversification and a competitive edge in the critical AI landscape, they also introduce potential reputational risks and challenges in talent retention, particularly among ethically conscious engineers. Balancing strategic growth with evolving corporate values and internal dissent will be a crucial governance test for Google in the years ahead. Understanding the long-term implications of this ethical crossroads is paramount for assessing Google’s sustained shareholder value in an increasingly intertwined tech and defense future.
